Discussion and possible action on recommended Water Management Strategies for use in the 2026 Brazos G Plan

February 13, 2025 – Regional Water Planning Group Meeting

The Brazos G Regional Water Planning Group held a meeting on Thursday, February 13, 2025. The planning group took the following actions:

Discussion and possible action to consider adoption of the Brazos G 2026 Initially Prepared Plan (IPP), allowing the consultant to prepare final copies of the IPP and submit the IPP to the TWDB by March 3, 2025.

“The Brazos G Regional Water Planning Group approves the Technical Consultant to coordinate with the Chair and Administrator and submit the 2026 Brazos G Initially Prepared Plan and accompanying digital deliverables, as necessarily modified for final submittal to the Texas Water Development Board by March 3, 2025, and to distribute digital and/or physical copies of the submitted Initially Prepared Plan to all required libraries and county clerk offices in the Brazos G Region.”

Discussion and possible action in consideration of the IPP public hearing date and authorization of the RWPG Sponsor to publish the 30-day notice of the public hearing.

“The Brazos G Regional Water Planning Group approves scheduling of the public hearing to receive comments on the 2026 Brazos G Initially Prepared Plan on May 6, 2025, and further authorizes the RWPG Administrator to publish the 30-day notice of the public hearing.”

August 26, 2025 – Scope of Work Committee Meeting

The Brazos G Scope of Work Committee held a meeting on Tuesday, August 26, 2025. The committee took the following actions:

Discussion and possible action on feedback received on the Brazos G Initially Prepared Plan, including agency and public comments, TWDB’s socioeconomic impact analysis, and potential revisions to be made by the technical consultant based on that feedback and Committee input.

The Brazos G Executive Committee held a meeting on Tuesday, October 7, 2025. The committee took the following actions:

Review application packets received for the voting member vacancy for representing Electric Generating Utilities Interests

“The Executive Committee recommends that since no applicant meets the requirements of the position, the Administrative Agent post notice for applications for 60 days. If no applicants are received, repost for another 60 days. If applications are received, the Chair and Vice Chair along with Counsel will review the applicant’s eligibility.”

Discussion and possible action on selection of the Political Subdivision to serve as the Administrative Agent for the 7th cycle of regional water planning

“BE IT HEREBY RESOLVED that the Executive Committee recommends to the members of the Brazos G Regional Water Planning Group to appoint the Brazos River Authority to continue to serve as the Political Subdivision/Administrative Agent for the Brazos G Regional Water Planning Group for the 7th Cycle of regional water planning.”

Discussion and possible action on directing the Political Subdivision to issue an RFP for the procurement and selection of the Technical Consultant for the 7th cycle of regional water planning

Adoption of the 2026 Brazos G Regional Water Plan

“The Brazos G Regional Water Planning Group adopts the 2026 Brazos G Regional Water Plan, as presently revised, and approves the technical consultant to work with the Chair and Administrator to submit further revisions and make responses to TWDB revision requests as needed for submittal of the Final 2026 Brazos G Regional Water Plan to the Texas Water Development Board by October 20, 2025.”

Recommendation from the Executive Committee on the Electric Generating Utilities vacancy

Authorize the technical consultant to submit on behalf of the Scope of Work Committee the Draft Scope of Work and Budget for Task 5B for the Evaluation and Recommendation of Water Management Strategy and Projects for the Brazos G RWPG’s consideration and possible action at its February 13, 2024, meeting, to be consistent with the information discussed in this committee meeting, for potentials submittal and request for a Notice to Proceed from the TWDB, and approve for the consultant to work with the Chair to submit further revisions and make responses to revision requests by the RWPG and TWDB as needed.

The Brazos G Groundwater Committee held a meeting on Wednesday, January 17, 2024. The committee took the following actions:

Changes in MAG Availabilities and Recommendations

For the aquifers shown here and discussed today with the information as presented that the committee recommends that the technical consultant recommendations be adopted and carried forward for the planning group’s consideration.

Changes to Non-MAG Availabilities and Recommendations

For the aquifers shown here and discussed today with the information as presented that the committee recommends that the technical consultant recommendations, in coordination with the Texas Water Development Board (TWDB), be adopted and carried forward for the planning group’s consideration.

Recommendations for allocations of limited groundwater supplies

Recommend the proportional reductions for all WUGs consistent with methodology used for 2021 plan.

Recommendations for allocations of unallocated groundwater supplies

Recommend approving adjusting supplies based on updated availabilities and previous supply allocation methodology. Municipal -Utilities = half of sum of well capacity, County-Other = 125% of 2020 use, Irrigation = projected demand in each decade, Livestock = projected demand in each decade, Power = 125% of 2020 use, Manufacturing = 125% of 2020 use.

Encourage RWPG to look at including in the appropriate chapter and through our water policy committee to raise the concerns expressed in this and prior discussions to the TWDB and ask that they revisit their rules on how they review the MAG and its use in SWIFT funding.

Review of requests for use of MAG Peak Factor

Recommendation is to not use any MAG Peak Factors, at this time.

Consistency Waiver Request for the City of Liberty Hill Direct Potable Reuse Project

The Brazos G RWPG supports the consistency waiver request for the City of Liberty Hill’s Direct Potable Reuse Project in an amount not to exceed 2,684 ac-ft/yr, conditional upon additional documentation being provided by the City to the Brazos G RWPG and Texas Water Development Board indicating ownership or the legal extension of the right to use the 2,684 ac-ft/yr. It is noted that the requested documentation must be received by the Brazos G RWPG prior to the Chair signing and submitting the letter to TWDB.

Consistency Waiver Request for the City of Liberty Hill Edwards Aquifer Well Field Project

The Brazos G Regional Water Planning Group opposes the Texas Water Development Board granting the City of Liberty Hill a waiver of consistency for developing the Edwards Aquifer Wells Project based upon the current water plan and authorizes the RWPG technical consultant to work with the Brazos G Administrator to prepare and submit a letter of opposition signed by the Brazos G Chairman, to the Texas Water Development Board.
